1. Three Basic Points

1-1. We are going to hold the rally according to the Internationalism.
Attaching importance to international solidarity, interchange, and friendship among communists, revolutionists, leftist groups and individuals, we promote international networks for socialist renewal.

1-2. We open our discussion in preparing the rally to the public as much as possible.
Though we respect our common interests and consensus, we don't exclude oppositions or minor opinions among us, which are to supposed to be open.

1-3. We summarize rallys held until now to learn a lesson.
We sum up positive and negative sides of ex-rallys and promote a new style of the joint rally, gathering, in particular, women and youth.

2. Rules to Activate Steering Committee

2-1. Anyone that is for "the Joint Appeal" and is ready to promote the rally with success can be a promoter. A promoter have the right to attend a meeting held by the Steering Committee. When anyone that believe someone is not qualified to be a promoter or an approver, he/she can appeal for the Steering Committee to discuss the matter. This kind of problem is to be discussed at the meeting of the Steering Committee and then the person concerned is to be notified of an agreement reached among Committee members.

2-2. Respecting "the Joint Appeal" and preparing the rally with success, members of the Steering Committee or Promoter have the right to state own different opinions. Every member has opportunity to write down his/her own idea in the preparation and in the rally. In addition, groups or individuals attending the rally can make propaganda for publications at the rally hall.

2-3. The Steering Committee set up a Secretariat to deal with the daily tasks including financing. If we need another rule, a meeting of the Steering Committee will be held to discuss the matter at any time.
